Maulana Mazharul Haque Arabic And Persian University was established in Patna in 1998 under the provisions of the Bihar State Universities Act. 1976. 

Though it started functioning from 10 April 1998, the first courses started from 2008 and the first batch to have passed out from the University were in 2010 – 11. About 12,000 students were enrolled for these examinations in 2010 – 11. It became a member of the Association of Indian Universities (AIU) New Delhi from December 2009.

Till date the university saw 8 vice chancellors, all renowned academicians from  their own field. It includes Prof. M. Ahmad Arzoo, HoD of Arabic, Aligarh Muslim University, Prof. M. Alim / Fazil Examination - Like all other universities, it also conducts examinations and grants degree and diplomas. The University conducts Alim (Graduate) and Fazil (Post Graduate) examinations which were earlier conducted by the Bihar Madrasa Education Board.

Vocational Education - The main objective behind setting up of this section, is to make up for the educational deficit and provide job oriented courses to the youth for future employment. In 2008 it began with 5 diploma and 4 certificate courses in the vocational stream.

It offers vocational course in Computer Application, Business Administration, Information Science, Panchayati Raj and Oriental Studies. It has students from all backgrounds studying here.

Training and Development - The University also imparts higher education to those who want to pursue Arabic and Persian languages. The Direct Trainer Skill Development Programme was organized in 2008 in collaboration with Bihar Institute for Public Administration and Rural Development for giving adequate exposure to their students.

Minority Coaching -  The University also conducts coaching classes for various competitive exams like Civil Services, Railway, Banking, SSC, Medical and Engineering entrance Examinations for the minority group. It is one such University in the country where training and remedial classes are conducted for the minorities.

6 students prepared for interview for the Civil Services Examination in 2010 have been selected to different administrative posts by BPSC. 

Empowering through Knowledge - The University strives to empower the disadvantaged groups like Woman, Minorities and Dalits by providing education and job opportunities. Vocational programme is conducted Knowledge Resource Centre Networking where the University is trying to reach out to far flung areas at a reasonable cost.

• to undertake Research and consultancy to enrich teaching learning program;
• to develop appropriate curriculum and infrastructure; 
• to participate in collaborative research and teaching with institutions and individuals;
• to develop extension services with the object to provide for application orientation;
• to develop leadership quality amongst the enrolled students;

Master in Business Administration Programme aims at training and skill development amog future managers and entrepreneurs.

The main objective is to develop professionals who are committed to excellence is their workplace. It has a job oriented curriculum  and emphasizes development of intellectual resource base in Bihar. The duration of the full time MBA Programme shall be of two academic years divided into four semesters. Each semester shall be of 5 months, commencing in the month of July.

Eligibility: Candidates need to pass 10 plus 2 or its equivalent examination from a recognized Board including Madrasa Education Board Bihar, in Arts/Science/Commerce securing 45% marks in the aggregate. 

These are three years degree programme consisting of three academic years each divided into two semesters of six months duration.

A candidate seeking admission in BLIS programme must be a graduate in Arts/Science/Commerce (with minimum 45% marks) or equivalent (Alim) from recognised Madrasa/Board.

The University not only caters to the academic requirements of the students but also takes care for the all round development as well. The students of the University regularly takes part in sports, cultural events, social services, debate, elocution contests, seminars and lectures. 

Some of the events that the students have been participating are All India Elocution Contest organized by Januma Lal Bajaj Sansthan, Wardha, “Eklavya 2008, the Inter University Sports Meet organized T. M. Bhagalpur University, Bhagalpur in February 2009 and Tarang 2009 organized by BRA Bihar University, Muzaffarpur, Tarang 2010m organized by L. N. Mithla University and in Eklavya 2010 organized by J. P. University, Chapra, several extra-mural lectures, seminars and Training Programmes were organized by the University during 2008-09. Seminars, workshops and debates are regularly organised by respective departments.
